Funding now follows outcomes, not enrollment
Apprenticeship programs and workforce development initiatives are increasingly funded on outcomes: placement rates, retention milestones, wage advancement. The DOL pay-for-performance program announced in February 2026 ties $145M in apprenticeship funding directly to participant outcomes. State workforce initiatives report on the same metrics.
Generic career readiness modules don’t differentiate by participant situation. Training time gets spent on the same content for everyone, while individual participants struggle with very different blockers. The result: completion happens, but placement and retention slip.
Differentiated routing for differentiated participants
The Career Remake Assessment runs at intake. Each participant lands in one of eight archetypes: a participant rebuilding after years out works on different tools than a participant switching trades, who works on different tools than a participant entering the workforce for the first time. Specific worksheets address specific blockers.
Program leads can see completion patterns by archetype, surface stalling participants in weeks rather than months, and intervene before retention slips. Coaching time goes where coaching actually changes the outcome.
Beyond placement
Pay-for-performance grants increasingly measure not just whether the participant got a job, but whether they kept it, advanced in wages, or built a sustainable trajectory. The framework includes tools for the long arc, including post-placement growth, wage research, employer evaluation, and resilience strategy. Sponsors can show participant outcomes that hold up six and twelve months past the program.
